Insurance costs of a rigid inflatable boat (RIB)?

I am purchasing a Sea Eagle 124smb (a 12ft rigid inflatable raft) and a 5hp outboard. Ideally, I wouldn't get insurance since the combined price of the boat and outboard is like $900. Is insurance legally necessary? If so, how much would it cost? The max speed would probably be about 7-8mph
