Trip to lake powell without a boat?

My friends and I don't think we're old enough to legally rent a boat, so we were just going to take an inflatable raft and paddle if we needed to move around the lake. Do you think this would be fun or just exhausting? How limited will our trip be without a speed boat or houseboat?
