Does he like me or is he just being friendly?

Well, since I don't know him personally it's hard to give a 100% correct answer - I don't know his personality. But if he seems to exclude the other neighbors from that friendliness, maybe. Then there is the age-gap. Nearly a decade is a big thing, heavily dependent (so it would seem) on the people's actual ages. For example if you were 10 and he was 18, I'm rather sure that would not work out. But if you were 20 and he was 28, that tends to be more likely. Since I know neither of your ages I can't say whether or not that effects his "friendliness." But if I disregard age, it leans more towards the option of him liking you.
